Args:
profile: Authenticated user profile with companies
receptor_service: Receptor service instance
params: Pagination parameters (limit and offset)
status_filter: Filter by submission status (PENDING, COMPLETED, FAILED, etc.)
action_filter: Filter by approval action (APPROVED or REJECTED)
search: Search by eNCF or RNC emisor
date_from: Filter by start date (ISO format)
date_to: Filter by end date (ISO format)
company_id: Optional filter by specific company
direction: Filter by direction (SENT or RECEIVED, defaults to RECEIVED)

Returns:
Paginated response with total count and list of commercial approvals
with signed URLs
